Vienna and Moscow are sister cities, but they don't have many common features.

Their main feature as sister cities is their system of government.
The city of Moscow is governed by a Mayor. It is divided into 10 ókrugs and 124 administrative districts. All the ókrugs have his shield and banner and almost all of them have their own television station. All this organization is very similar to the one on Vienna.
